Before we talk about the CEO Andhra Pradesh, let us take an interesting detour and find out more about the intriguing state, AP. The third largest state, Andhra Pradesh encompasses 20 districts, was formed on 1st November, 1965 by Jawaharlal Nehru. Later three districts were added to it by Prakasam, Ranga Reddy and Vizianagaram in the years 1970,1978 and 1979.

However the state was recently split into as Andhra Pradesh and Telangana due to the agitation of the people. Now Andhra Pradesh currently has 13 districts namely:

CEO Andhra Pradesh – History of formation of Andhra Pradesh

Telugu people wanted a state of their own with a large territory. They wanted to come out of the Madras state, but wanted the city of Madras in their boundary. After the independence, they claimed to own a state, but the Dar Commission of the Indian Government did not heed to their demands.

Jawaharlal Nehru, Pattabhi Sitaramaiah and Vallabhai Patel wanted the people to renounce the city of Madras. Meanwhile a partition committee was formed by Kumaraswami Raja with the members being Tanguturi Prakasam, B. Gopala Redd, Kala Venkata Rao and N. Sanjiva Reddy. Prakasam had different views among the members of the committee. Indian Government made a quicker profit due to the difference and closed the issue.

However a Gandhian Swami Sitaram undertook fast for nearly 35 days, but the Government did not yield to their desires. Only the hatred was developed in the minds of people which were very well reflected in the 1952 General elections.

Raja Gopala Chari, who became the Chief Minister of the state planned to develop a project to deliver Krishna waters to the bolster the inhabited areas of Tamil People. Telugu people did not like the development of the project and hence the project, which was headed by A. N. Khosla was closed for the time being. A new project sprouted at Nandhikonda.Yet this situation fuelled the desire regarding the formation of a separate state.

Potti  Sriramulu, a Gandhian fasted to death for the creation of the new state. Now the situation got out of control and Jawaharlal Nehru announced the Andhra state would be created with eleven Telugu districts and the three taluks of the Bellary district. Andhra had its capital as Kurnool and T. Prakasam became the first Chief Minister of Andhra.

People rejoiced the creation, but their desire to split the state went on. They dreamt for a new state called Visalandhra. Though Syed Fazl Ali of State Reorganization Commission could venture the gains of Visalandhra, he had a thought of creating a state Telangana. The communists did not like the idea of upbringing of a new state and threatened that they would resign from their posts and conduct elections. But many of the members in Legislative Assembly supported the formation of Visalandhra.

The congress then demanded the to bring down the differences among those who reinforced Telangana and Visalandhra by signing the Gentleman’s agreement. Thus nine districts namely Adilabad, Nizamabad, Medak, Karimnagar, Warangal, Khammam, Nalgonda, Mahabubnagar, were now added to the Andhra state, thus making it much enlarged. This merger was thus called as ‘Andhra Pradesh’


CEO Andhra Pradesh and now, CEO Telangana too

Due to the communal violence which prevailed in the state of Andhra Pradesh for the separate state Telangana, the Bill was cleared by the Union cabinet on 7th February 2014 to create the state. The Bill was passed by majority on February 18,2014.Finally Rajya Sabha passed the Bill on 20th February 2014. Thus Telangana was created with 10 districts within its boundaries.

Elections in Andhra Pradesh:

The Lok Sabha has nearly 25 representatives from Andhra Pradesh who are elected during the Lok Sabha Elections. Rajya Sabha members are usually nominated by the State Legislative members.

Assembly Elections has the power to choose the rulers of the state. There are about 174 assembly constituencies in Andhra Pradesh and the elected members constitute the Legislative Assembly.

The members of the Legislative Council are elected by the Legislative Assembly and they comprise of 90 candidates. The council has, however the lesser dominance than the Legislative Assembly.

Chief Electoral Officer-Roles and Responsibilities

The election commission of India directs the functions of Chief Electoral Officer. He helps to conduct the elections in the state in a proper manner by regulating the security forces in the threat zones and also ensures that there is a proper passage of information to voters through various departments. In addition to it, the Chief Electoral Officer has the responsibility to see that the political parties do not engage in malpractices and does not harm the peaceful atmosphere of the Booth level offices.

The financial maintenance is taken care by the Chief Electoral officer. He also checks whether the rubber stamps, ballot papers and other miscellaneous items are available. He takes the responsibility to announce the holiday on the day of the election and also propounds the election related details to the press. Helpline and complaint cell are some of his establishments during the time of elections.

Chief Electoral Officer also aids in the construction and revision of electoral rolls, the issue of the Voter ID card. Moreover, he helps in the delivery of information regarding the laws of Elections to the public.

Who can vote?

The members of Lok Sabha and Legislative Assembly are chosen by citizens and people of 18 years and above can cast votes.

Why should we vote?

How is voting done?

People in India cast their votes using Ballot papers or using Electronic Voting machines.

Data on Electronic Voting machine:

The storage and transportation of Ballot papers, the money paid for the counting of Ballot papers  incur a huge cost to the Government. To lessen their grievances, Electronic Voting machine was devised by the Election Commission Of India in alliance with the Bangalore and Electronic Corporation of India and Bharat Electronics Ltd

Though the cost of Electronic voting machine is around rupees 5500 (during 1989-90), it is much less than that of the costs due to the Ballot papers.It has the maximum intake of 3840 votes and 64 candidates.

The machine has two units, namely: Control Unit and Balloting Unit. Control Unit is taken in charge by the polling officer and the balloting unit is given to the voters.

Voting is much easier in the Electronic Voting machines. The voter has to just press the button against the candidate’s name and the party symbol.This method of voting is much better than the conventional ballot paper system.

Pyramid of Election Commission Of India

Harishankar Brahma is the head of the Election Commission of India and has two-three Deputy Election Commissioners and Director Generals under his realm. They are officially selected by the National Civil Service. The secretariat has its location in Delhi with nearly 300 officials.

The Election Commission of India has the control of each state through the Chief Electoral Officer. He is assisted by two additional Chief Electoral Officers and secretary to the Government  who is in turn assisted by an additional Chief Electoral officer and joint secretary to Government. In AP, the mentioned body is CEO Andhra Pradesh.

There are various sections in the office, which takes care of a particular task. A-section has the responsibility over Protocol and polling stations, B-section has the control over Code Of Conduct, Law and order and Polling personnel, C-section has the power on establishment and budget, D-section has on Election materials, Court cases and EVMs, E-section on the Revision of Rolls and F-section on the Conduct of Elections.

The control of the Districts is attained through the District Electoral officers. The work in each district is sub categorized and distributed among Electoral Registration officers, Booth Level Officers and Assistant Electoral Registration Officers.


Who is CEO Andhra Pradesh?

Mr. I V Subba Rao was succeeded by Mr. Bhanwar Lal, a senior IAS officer, as the CEO Andhra Pradesh. Mr. Bhanwar Lal worked as the Principal home secretary and is a member of the Andhra Pradesh cadre (1983 batch).

He was born on October 25th, 1957 in Rajasthan. He earned a Masters degree in Economics from the University of Rajasthan and completed MBA from Birmingham University in England.

When should you Contact the CEO Andhra Pradesh or Other States?

Electoral Registration officers, Assistant Electoral Officers and District Electoral Officers help with the filling up of the application forms, solving the queries of the citizens and receiving their complaints. If you they don’t accomplish their duties properly, you can make a complaint to your state Chief Electoral Officer.

During Elections, many people belonging to certain parties make promises and bribe you to vote for them. Bribing is illegal and don’t take part in it. TDP and TRS stormed to power with a bang in Seemandhra and Telangana respectively, while Congress ended up as the biggest loser in Lok Sabha as well as Legislative Assembly polls held in undivided Andhra Pradesh.

The TDP-BJP alliance has won 106 of the 175 assembly seats in Seemandhra, winning 18 seats additional to the magic figure of 88, required to form the government in residuary Andhra Pradesh. YSR Congress emerged victorious in 67 assembly constituencies.

Congress, which ruled for over four decades in the 57 years of existence of Andhra Pradesh, drew a blank in the elections and the party would not even have representation in the Legislative Assembly of residuary Andhra Pradesh.
The victory of TDP-BJP combine is comprehensive as it won seats in both Coastal Andhra and Rayalaseema regions. In districts like West Godavari, TDP swept the polls by winning all the assembly seats.
Even BJP, which had only been a minor player in Coastal Andhra, managed to win two Lok Sabha seats (Visakhapatnam and Narasapuram) in Coastal Andhra. Across undivided Andhra Pradesh, TDP secured 29.1 per cent of vote share and its ally BJP 8.5 per cent. YSRCP obtained 28.9 per cent vote share, while TRS got 14 per cent. Congress got 11.6 per cent.

The Telugu Desam Party won 16 seats out of the 42 in Andhra Pradesh. TRS has registered victory in 11 seats and YSR Congress in nine seats.

This assembly election also proved lucky for TDP veteran Gorantla Butchaiah Chowdary, who was initially denied ticket because of the seat adjustment with BJP, but accommodated in Rajahmundry Rural constituency in the last minute. He clinched the seat now, after having lost the last two elections.

Telangana will formally become a separate state on June 2 so for the last time the Election Commission held the Lok Sabha polls in undivided Andhra Pradesh. As many as 28.1 million people voted in 119 assembly and 17 Lok Sabha constituencies spread over 10 districts of Telangana. After the formation date, the elected legislators will be allotted to their respective states – Telangana and Andhra Pradesh. President Pranab Mukherjee has signed the ordinance to hand over seven mandals in Telangana to Seemandhra after the Cabinet’s clearance of the Polavaram project ordinance.

Assembly Elections For Telangana

The elections to the Lok Sabha is on its way and the region of Telangana will become a full-fledged state in June. Midst all this there is a lot of confusion about the elections in Andhra Pradesh. Here we will clear some of your confusions related to the same.

Telangana will formally become a separate state on June 2 so for the last time the Election Commission is holding the Lok Sabha polls in undivided Andhra Pradesh, which is now under President’s rule.

As many as 28.1 million people are eligible to votes in 119 assembly and 17 Lok Sabha constituencies spread over 10 districts of Telangana. After the formation date, the elected legislators will be allotted to their respective states – Telangana and Andhra Pradesh.

Polling will take place in two phases, on April 30 and May 7 along with the Lok Sabha elections. It will be from 7 am to 6 pm except in 11 Maoist affected assembly constituencies where the polling will end at 4.

All the 17 Lok Sabha and 119 Assembly segments in 10 districts of Telangana, that will form the new state, will go to the polls in the first phase. Elections for 25 Lok Sabha and 175 Assembly constituencies in 13 districts of the residuary state of Andhra Pradesh will be held in the second phase.

These will be part of the elections to the 16th Lok Sabha, to be held in the longest span of polling days in Independent India, from April 7 to May 12 on nine days, to let an estimated 814 million voters to exercise their franchise. Counting for all the 543 constituencies will be held on May 16.
