A Permanent Account Number (PAN) is a ten-digit alphanumeric number, given in the form of a laminated card, by the Department of Income Tax, to any person who applies for the PAN card or to whom the Income Tax Department allots the PAN number without an application. An Elector’s Photo Identity Card (EPIC) card also know as voter ID card or an Aadhaar card will be now enough for any citizen to get a Permanent Account Number (PAN) card as the Department of Income Tax has relaxed the troublesome method of submitting multiple document proofs to prove one’s identity.

The Central Board of Direct Taxes (CBDT), the highest policy-making body of the IT Department, has given a notification recently making the Elector’s Photo Identity Card (EPIC), voter ID card and Aadhaar card, that is issued by the Unique Identification Authority of India, as the valid proof of DOB / Date of Birth for obtaining the PAN card.

Until now, voter ID card, EPIC card and the Aadhaar card were considered only as valid proof for the person’s identity and address and not proof of their date of birth.
An EPIC, voter ID or Aadhaar card will be soon be enough for any citizen to obtain the PAN card.
Voter ID and Aadhaar card will now be valid as the proof of identity, address and date of birth.The EPIC, voter ID and Aadhaar card are all now unique and all-purpose identifiers, according to the IT officials.
A photo identity card issued by the –
- Central government or
- State government or
- Central public sector undertaking or
- State public sector undertaking or the
- Central government health service scheme photo card or
- Ex-servicemen contributory health scheme photo card
… and can be identified as the valid proofs for establishing the Date of Birth.
There are now a total of 12 documents which could be used to establish the date of birth for applying for a PAN card. But for a common man, only an EPIC, voter ID or Aadhaar is more than enough.
The government has started a mission to bring together three unique identifiers – Voter ID, Aadhaar card and PAN and have links between the databases to avoid forgery in any of these documents.

A citizen can apply, either manually or electronically, with their copies of Identity proof, Address proof and Date of birth proof in the form of Voter ID or Aadhaar card along with the application form to obtain a PAN card. A government stipulated fee of Rs 105 will have to be paid.
